[Vision2020] Gas prices

In addition to higher taxes, California has it own special blends of
gasoline because of the state's strict air pollution laws.
Whenever there is a shortage of gasoline in the state due to refinery
shutdowns, high demand, etc., gasoline can not
be imported from other states where demand might be less and supply might be
more. Thus the oil companies
that control and supply the California market can pretty much manipulate the
price at the pump in whatsoever way
they see fit.
