Anyone at a public venue; meeting, event, even on the sidewalk can be photographed or videotaped without their permission. Using their photo/likeness for commercial purpose requires a written release. For editorial use, such as newspapers, TV and magazine no release is required.

Another item of concern - since other people will be there taping, then that means Mr. K or the Chamber has opened the door for ANYone recording - otherwise, a discrimination charge could easily be made and supported.
Wonder what Mr. K and/or the Chamber is afraid of if Tom or anyone else records this session? Got an answer for that one, Mr. K? Seriously, its not like anyone is going to "doctor g" the tape or make the candidates look foolish. I'm sure those who want a copy can receive one very easily.
Em, I seem to remember a LOT of meetings where Bob H was filming not only the public "servants" but the public, withOUT asking for permission. At least Mr. Hanson is very kind and a true gent and is asking for your public approval. I'd go with it if I were you, Mr. K...shows the openness and lack of "hiding" that you say the Chamber is trying to project.

If the Chamber is tax-supported then Idaho open meeting law should apply. Under that law,recording media; audio, video and still cameras are allowed.

One other thing, as I think about it, Darrell, particularly in forums where the audience is questioning the candidates from the floor and especially if follow-up questions are allowed, the potential for "cross-examination" of particular candidates is clearly present. Having the best recording possible, including video of questioners where possible, will make for a better way of evaluating just how fairly the forum was moderated and more fully lay out whatever biases are being advanced in the questioning.

Our letter of invitation to the candidates didn't mention videotaping. I don't want to introduce a variable to them that they were not aware of in advance. Radio Free Moscow will be audio taping, though. I hope that satisfies your needs for documentation.
