[Vision2020] Friday Fireworks

I am with Matt on this one.  I have always been disappointed since
Moscow stopped having a fireworks show or any significant kind of
community celebration on the Fourth of July.  We ought to have one. 
Reading the Declaration of Independence at Freidnship Square is fine,
but it is not the same as having a community event with music and food
and fellowship, followed by a nice fireworks show.
