Donovan,
These aren't town hall meetings. Linda Pall volunteers her time to hold "community conversations" during her lunch hour. They are for open conversation on topics. Sometimes philosophical in nature other times informative and sometimes intellectual enlightenment. They are not necessarily meant for developing policy. Think of it as a group of people sitting around the dinner table having a discussion while having lunch.

My suggestion for improving community participation is that you not have town hall meetings when 95% of the community is at work. Try a time when people are not working, like in the evenings.

What about Neighborhood Planning Organizations?
Monday, October 8 from noon to 1 P.M.
Centennial Room, University Inn
EVERYONE IS WELCOME!
Join us from noon to 1 PM MONDAY, OCTOBER 8, 2007, to talk about citizen participation and planning for Moscow neighborhoods (no host lunch available
set prices this time for either sandwiches or salad at the University Inn/Best Western; lunch is not mandatory!).
Well be taking a look at Moscows FIRST experiment in neighborhood planning from 1979-83 with the Fort Russell Neighborhood Planning Organization and considering how 21st Century Moscow could benefit from a neighborhood planning structure. Could planning decisions reflect neighbor concerns and creative, profitable development opportunities? Could citizens make their voices heard at a time when it mattered to the decision-making? Could local officials, elected and appointed, be held accountable for positive, productive outcomes for our communitys future? Neighborhood planning organizations in other communities have made a difference in many other towns across the nation and especially in the Northwest.
