I think it is more just people not being able to be unbiased.

On the one hand, it certainly is not ideal. On the other hand, there
certainly must be some very serious legal (criminal) repercussions for
commission of fraud in such a vote. Taxation has been a form of theft in the
USA for nearly a century now (since the income tax was imposed in 1913), but
someone would have to be pretty desperate to put their personal future in
jeopardy by perpetrating such a fraud . . .
