2. Neighborhood Associations Structure and Application - Gary J.

The City of Boise has implemented a Neighborhood Association program
which is designed to encourage citizens to become involved in their
neighborhoods. Mayor Chaney has requested that this program be forwarded
to the City Council to begin discussions regarding the potential for
Neighborhood Associations to be implemented in the City of Moscow.

ACTION: Review materials and give staff direction.

3. Proposal to Allow Alcoholic Beverages to be Consumed in Public
Right-of-Way - Gary J. Riedner

Because of inconsistency between the State Code and portions of the City

served in certain public spaces. On May 21, 2007, City Council referred
