1. A. Public Comment and Chair's Response Period (limit 10 minutes) - For members of the Public to speak to the Committee regarding matters NOT on the Agenda and not currently pending before the Council, Planning and Zoning Commission or Board of Adjustment, please state your name and address for the record and limit remarks to three minutes.
B. Approval of Minutes April 23, 2007 - Stephanie Kalasz
2. Request for Approval of Having Beer and Wine License Within 300 Feet of Church - Gary J. Riedner
Brenda and Ray von Wandruszka and Rob Davis have requested approval of a beer and wine license at Café Silos which is within 300 feet of a church. According to I.C. 23-913: No license shall be issued for any premises ... within 300 feet of any public school, church, or any other place of worship ... except with the approval of the governing body of the municipality. The Impact Church is within 300 feet of Café Silos.
ACTION: Recommend approval of the request; or recommend denial of the request; or take such other action deemed appropriate.
3. Rendezvous in the Park Alcohol Permit Request - Dwight Curtis
In accordance with Moscow City Code 5-13-4(B), Rendezvous in the Park has requested that the Council pass a Resolution allowing them to have a beer garden catered by a licensed vendor in East City Park for Rendezvous in the Park on July 19, 20, and 21 from 5 p.m. to 10 p.m.; no beer garden is planned for Sunday, July 22. There will be food vendors, live music, and other activities at the event. The licensed vendors will sell alcohol to adults with proof of age in one designated, roped off area. Rendezvous in the Park event organizers will provide their own security, which is supported by Moscow Police Chief, Dan Weaver. Since the first beer garden was approved by the City Council in 2005, there have been no alcohol related incidents at the Rendezvous In the Park event.
ACTION: Recommend approval of the Resolution; or recommend denial of the Resolution; or take such other action deemed appropriate.
4. Proposal to Allow Alcoholic Beverages to be Consumed in Public Right-of-Way - Gary J. Riedner
TerraGraphics has requested authorization for the consumption of beer and wine in a public right-of-way (alley) which will be catered by a licensed vendor. The alcohol will be dispensed on private property but for extra space, they would like to rope off a portion of the alley and allow people to stand there as well. This event is being held in association with a Rendezvous in the Park event. The licensed vendors will sell alcohol to adults with proof of age in a designated area. A street closure permit has already been requested for the proposed area and is pending. Although the City Code allows for the consumption of alcohol in City parks with Council approval, public right-of-way is not currently included for consideration.
ACTION: To be determined.
5. Neighborhood Associations Structure and Application - Gary J. Riedner
The City of Boise has implemented a Neighborhood Association program which is designed to encourage citizens to become involved in their neighborhoods. Mayor Chaney has requested that this program be forwarded to the City Council to begin discussions regarding the potential for Neighborhood Associations to be implemented in the City of Moscow.
ACTION: Review materials and give staff direction.

3. Reclassification of Staff Engineer to City Engineer - Gary J. Riedner
The position of Staff Engineer was authorized in the FY2007 budget and has not yet been filled. Employment of a part-time professional engineer has helped to meet the current needs in the past several months. Departmental needs and structure have been continually re-assessed in the ensuing months since budget approval and it has been determined that a reorganization of the management of the Engineering Department should be explored prior to filling the Staff Engineer position. The proposed reclassification and creation of the City Engineer's position will provide improved management of staff, while allowing the Public Works Director to focus on overall management and planning for all of the Public Works Divisions, including Water and Sewer enterprise funds, Water and Sewer capital funds, Street Department special revenue fund, street department capital fund, fleet internal service fund and Engineering. The reorganization is supported by the Public Works Director and Administration as the expected result is more efficiency and greater customer service to both internal and external customers.
ACTION: Provide staff direction.
4. Comprehensive Plan Public Involvement Update - Bill Belknap
In preparation for the update of the City's Comprehensive Plan, staff has been working with representatives of Kendig Keast Collaborative (the consultant selected to assist with the project) to develop a Public Involvement Plan that describes the meetings and other activities that we will utilize to gather public input during the course of the project. Staff has developed the attached Public Involvement Plan to communicate information related to the project.
ACTION: Receive report and direct Staff as deemed appropriate; or take such other action as deemed appropriate.
