[Vision2020] Question for You Legal Eagles Out There

Scenario:  A person is convicted in the state of Idaho for child
molestation.  As part of this person's sentence, this person (upon release)
is required to register with the local authorities as a sex offender in the
state this person resides.  This person is released and decides to live,
work, and register his vehicle in a Washington border down (say, Pullman).
He registers with the state of Washington and the county of Whitman as a sex
offender.

Question:  Would this person be required to register in the state of Idaho,
and the county of Latah, if this person maintained non-residential,
non-business ties in an Idaho border down (say, Moscow), such ties as weekly
church activities or shopping.

Would any of you fine legal eagles care to answer this question?
