Two words: no and don't.

No, I do not know a "best" place in Moscow because there likely isn't a best 
one anywhere, but rather only an optimal one, and it is likely located on 
the west coast, in Seattle, for example.

Don't send her anywhere in Moscow for smoked salmon unless she has tasted 
and experienced smoked salmon, and liked it, and knows what it is she would 
like to purchase based on favorable personal experience.

The difference between smoked salmon and salmon prepared in other ways, 
baking, for example, is very substantial. Do not allow her to retain the 
idea that products that are called smoked salmon taste very much the same 
as other methods of preparation. Some smoked salmon is actually soaked in a 
brine, and may be closer to lutefisk than actual edible food.

I have no idea what are the regulations for shipping fresh food from the 
United States to Costa Rica, but you can investigate that for yourselves if 
the following suggestion makes sense to you. If she wants to take back home 
some real baked salmon, have her drive or fly to Seattle, check out a few 
restaurants by telephone, then choose one, and order some servings of real 
baked salmon, have them packed in ice, sealed, and boxed for shipping, and 
then have her check the box with her baggage on her flight from Seattle to 
Costa Rica. If she knows what smoked salmon is and wants precisely that, 
fine. But if she has not had that experience, then go for the real baked 
salmon experience, and take that back home for the relatives and friends to 
enjoy.
