The question is not "are there individuals on the council that are not
persons," but rather "are there persons who are not on the city
council." Though the former does violence to reason and the English
language, the latter is perfectly reasonable.

It also seems rather more reasonable than the presumption made by
"councilman," which is that it is impossible that someone on the
council could be something other than male.
