[Vision2020] More on the ice rink

Perhaps senility has completely taken me, but I seem to remember that one of 
the big issues in the last city election was whether the council was running 
the staff/city or visa versa.  I am glad this issue is on the table at the 
city council.  I hope that by discussing this openly that the council will 
eventually regain control of the city.  My gut guess is that if Chaney does 
not join this effort, the probability of her being reelected will be 
lowered.
