These idiots are either minors or they are not minors.

If they are minors, hold their parents financially liable for cleaning up
(or replacing) whatever was vandalized.

If they are not minors, hold them personally financial liable for cleaning
up (or replacing) whatever was vandalized.  As an added incentive, throw in
some jail time.

Problem with that Matt, is that the paint is dark and would be seen through 
the fencing even reversed...yes, it would harder to see, but the real 
solution would be to just remove the whole thing and lets show these punks 
this town will NOT accept this type of behavior.  Leaving it up there just 
gives them the publicity they desire and do NOT deserve.
