1.      Approval of Minutes December 11, 2006 - Stephanie Kalasz 

 

2.      Zoning Code Amendment - Limit R-3 to 1 SFD or Duplex per Lot -
Joel Plaskon

This is the second reading of an Ordinance considered by the Council at
public hearing on November 6, 2006.  There currently exists an
inconsistency in the Zoning Code wherein no more than one single family
dwelling is allowed per lot in the R-1 and R-2 Zoning Districts, but the
R-3 Zoning District does not specify that only one single family or
duplex dwelling is allowed per lot.  The proposed one dwelling or duplex
per lot specification would create consistency in zoning districts and
reduce possibility of unintended impacts on R-1, R-2 and R-3
neighborhoods.  The Planning and Zoning Commission conducted a public
hearing and recommended approval of this code amendment on August 23,
2006.  The Mayor and City Council considered the Ordinance on first
reading on November 6, 2006 with some dissent regarding how to interpret
the existing code and the need or benefit of the proposal vs. the impact
to property owners.  The Administrative Committee reviewed the matter
again on November 13, 2006 and on November 27, 2006 and expressed no
concerns about the proposal at that time.  It was considered again by
Council on January 2, 2007 and tabled [for details, go to audio or video
from the meeting through the minutes section on the website].  

 

ACTION:  Discuss implications to proposed Code amendment and direct
staff as deemed appropriate.

 

3.      FAHC Affordable Housing Recommendations - Joel Plaskon/Karl
Johnson

The Moscow Fair Housing Commission, in addition to fair housing issues
of discrimination, is responsible for making recommendations regarding
housing affordability.  The Commission devoted much of its agenda time
in 2006 to the issue of housing affordability and conducted an
Affordable Housing Forum and Resource Fair on May 20, 2006.
Additionally, they conducted a survey and met with representatives of
the City of Pullman regarding the topic.  Based upon this work, the
Commission will report on their recommendations regarding affordable
housing in Moscow.

 

ACTION:    Accept report and take action as deemed appropriate.

 

4.      Discussion of Ice Rink and Fairgrounds Zoning - Joel Plaskon

The Latah County Fairgrounds, including the Palouse Ice Rink, operates
under a Special Use Permit (SUP) as a public service facility in the R-3
Zoning District.  The decision that the ice rink be governed by SUP came
about for many reasons.  None of the six use permit approvals (all
granted with conditions) granted to/for the ice rink since the year 2000
were appealed or formally challenged by the applicant as being an
improper mechanism to govern or regulate the ice rink as a land use.
Latah County has expressed interest in seeking a long term solution to
allow all of the fairgrounds activities, including the ice rink, from a
land use and zoning perspective.  It appears as though their preferred
option is to pursue the establishment of a new zoning district specific
to the fairgrounds and all of its activities.  On November 6, 2006, City
staff met with representatives of the Latah County Board of County
Commissioners and the Palouse Ice Rink to discuss these matters.  At
that time, staff received a letter from Board (of Latah County
Commissioners) Chairman, Jack Nelson, requesting establishment of a new
zoning district and with an attachment which was a suggested start of a
draft of such a zoning district.  

On November 17, 2006 I sent a letter of response on these matters to
Jack Nelson suggesting two courses of action:  1) renewal of the
existing SUP as an immediate or short term course of action (a SUP
application was included as an enclosure) and 2) that the County request
the Planning and Zoning Commission and City Council review and
prioritize the matter of a long term solution at the impending, annual
priority setting meeting of the Council and P&Z Commission meeting
expected to occur in February.  To date, no response to my letter has
been received.

 

ACTION:    Discuss and take such action deemed appropriate.

 

5.      Public Information and Education Contract Renewal with PCEI -
Tom Scallorn

The City of Moscow wishes to continue its Community Based Public
Information and Education Program (PIE) for Water Conservation. The
program will serve our customers in their homes, businesses, and the
local schools and will address many of the Conservation needs of the
community. The current contract is a renewal of our PIE program that has
been conducted by Palouse-Clearwater Environmental Institute (PCEI) for
the past year. The current scope of work was adjusted to fit the current
budget by removing the in-home and business visits.  Water conservation
continues to be very important and a highly visible issue in the City of
Moscow. With the implementation of a conservation ordinance and
conservation rate structure, community and school-based education
becomes a vital water conservation measure to be included in our Water
Conservation Program. The use of PCEI will continue to assure the
success of our PIE program in that PCEI has demonstrated that staff,
experience, and network resources are available to implement the
proposed scope of work in an expedient manner. 

 

ACTION:    Recommend Contract renewal or take such other action deemed
appropriate.

1.      Approval of Minutes December 11, 2006 - Stephanie Kalasz

 

2.      Moscow Central Lions Playground Donation Request - Gary J.
Riedner

Staff has received a request from the Moscow Central Lions Club for a
donation in the amount of $3,000 for the Lions Park playground
replacement project that the Lions are currently conducting.  Lions Park
is located upon the Latah County Fairgrounds property and the existing
playground equipment is in poor condition and does not meet current
playground safety requirements.  Currently the Lions report that they
are over $28,000 toward their project goal of $35,000 and they are
requesting that the City contribute $3,000 to the project.  If the
Council desires to fund the request, Staff recommends that it be funded
from the Legislative Non-Prioritized Projects line item.

 

ACTION:  Review request and take such action deemed appropriate.

 

3.      Alma Street Renaming - Les MacDonald

Moscow's Engineering Department is proposing to change the name of Alma
Drive in Pope's Third Addition to Conestoga Drive.  These two streets
align with each other at their intersection with Sunnyside Avenue.   By
changing Alma to Conestoga there would be continuity in name and
alignment as generally required by standard street naming policies.
There are presently five homes under construction on Alma; no homes are
occupied.

 

      ACTION:  Recommend approval of street renaming or take such other
action deemed appropriate.

 

4.      Linda Lane LID Discussion - Dave Klatt

Staff has been approached by an owner of property on Linda Lane to form
an L.I.D. to pave, extend sidewalk and construct curbs as improvements
to this neighborhood. Due to the narrow 30-foot wide right-of-way, a
non-standard 24-foot wide street would be proposed. Also, due to the
steep terrain, construction of a standard turn-around does not seem
feasible at the south end of this dead end street. Before issuing a
petition to the owners involved in this proposed district, staff wishes
to gauge Council support of non-standard construction for this street.


 

ACTION:  Accept staff recommendation and forward item to City Council
agenda; or take other action deemed appropriate.

 

5.      Safe Routes to School Grant Program - Les MacDonald

The Idaho Transportation Department has recently sent out an
announcement (copy attached) calling for letters of interest in the Safe
Routes to School (SR2S) funding program.  While this program has been
around for a number of years and is federally funded it is new to the
State of Idaho.  The call by ITD for letters is an effort to gauge
statewide interest in the program.  Subsequent to the submittals of the
letters, ITD will select projects for the full application process.  It
is anticipated that the program will have approximately $1 million per
year funding for the next four years.  The permissible size of projects
has not yet been established, but due to the limited amount of funds
available and the potentially high demand for funding, it is likely
project scope will need to be fairly limited.  This funding program has
a 100% reimbursement methodology.  The applicants selected for funding
will need to fund their own projects and then submit to ITD for
reimbursement.  No local match is required.  The types of projects that
can be undertaken include education, enforcement, and encouragement
programs and design and construction projects that will remove
hindrances to walking or riding to schools and each project must include
education, enforcement, and encouragement, and evaluation components.
Design and construction are optional.  Typical projects include sidewalk
and trail construction with conjunctive programs to educate the
potential users of the new systems.
