[Vision2020] who killed the electric car?

A few years ago my wife and I were staying at the Ramada Airport Inn  
in Spokane. Outside our window I noticed a yellow VW beetle from  
Alberta. There was an electric cord from the front end attached to an  
electric outlet in the wall. Or maybe the cord was run through a  
window. As a former resident of Edmonton, I know all about electric  
engine block heaters, known colloquially as "plug-ins." But you don't  
need to plug in your car in the summertime. The next morning I went  
outside and saw that a sign on the side of the car announced that it  
was an electric car. Or more probably a home-made hybrid car. I  
thought, "How clever, they got a free charge."
