yeah - but not as crazy as it sounds. Since the Tibetans believe the dalai lama is reincarnated after death the Chinese government is trying to control who will be appointed as the next dalai lama. Only 
the lamas approved by the government will be named as the dalai lama. 
This also is a way of controlling those lamas who will be permitted to teach - the ones who follow the Government rules. -Tom (I)
