[Vision2020] Downtown & Gritman Parkin

As an example, one only needs sit at the window in Bucer's for an hour or so
on a typical weekday and watch the employees of the local businesses in that
area scurry out to move their cars a few slots down.  Or in many cases, even
coordinate with each other to swap parking spots.  This is a daily
occurrence by the same individuals, not the random hit-and-miss UI student.
It would not surprise me that these are the businesses complaining about
lack of parking.  I suspect this same thing happens around One Whirled Cafe
as well, but we may have to get Dr Joe to gather some data from the far left
side of town.

And yes, I am fortunate enough to be able to spend some time in the middle
of the work week at a place other than my own office - and no it is NOT
located downtown.
