[Vision2020] Nuisance Businesses

Jford asks:
"It seems like a terrible waste of public funds to have to basically
have the police spend so much time working with the same business day
after day after day with apparently no effort at a resolution by the
business."

Some people could ask the same thing about constant complaints from
other areas of the city.  Is that a fair question?  Are those regular
complaints from certain areas of town a waste of public funds, too?
Should they make an "effort at resolution" as well?  That business is
just as much a taxpayer as the Joneses down the street.  

I think people having accidents wastes public funds, too.  I don't think
people should have accidents.
