 The person who owns the house is NOT the daughter,  but another member of the house. One owns the house, the other three  just live there, no blood relations here.

Rose is not related to owner of the home she is occupying by consanguinity.
Thus she is boarding,  no matter what new words you find to call it in the
dictionary.
