[Vision2020] City Council and Industrial Rezone

Bruce, Nils, Others,

 

While I fully support the redevelopment of the old grain elevator property,
the process at City Council Monday night seemed very piecemealed and flawed.
Allowing a rezone to Central Business District and thereby losing all
ability to require parking when parking has been required or strongly
suggested for other developments is not fair or equitable.  Considering a
rezone when no one is allowed to talk about what development will be placed
on the property is ridiculous.  Using words like "hope, promise, maybe and
might" are not reassuring when talking about developing the most valuable
extension to the CBD this community has seen for years.

 

This should be about much more than just rezoning these parcels to Central
Business District.  It should be about a well thought out plan on how this
very valuable corridor between the University and the Central Business
District will look in the future.  The only way this can happen is by
planning.   

 

New Cities commented in several meetings about the great opportunity the
City will have to develop this valuable corridor that will be the new
Central Business District.  I'm quite sure that New Cities assumed the City
would plan first and then develop.  Not the other way around.  By
piecemealing, I'm afraid this valuable corridor will turn into another A
Street.  Do you remember when A Street was supposed to be a Motor Business
corridor?  But previous City Council's couldn't say "No" to requests to
build one apartment house after another.  Now that A Street is nearly all
high density housing, the Motor Business corridor is lost forever.  Let's
not do the same thing between the CBD and University.

 

There are several options that could assure that this corridor will be
developed as a benefit to all in the community.  Here are some suggestions:

 

*	Ask Mr. Beebe to withdraw the rezone request which will then allow
all involved to talk.

 

*	Convene a meeting between the City, University of Idaho and all
parties who own land within and bordering the CBD-UI corridor.  Get all to
agree how the area should look.  Perhaps mixed use with some high density
housing, affordable housing, commercial, retail, office, green space,
sidewalks, walking paths, creek side linear park, parking, etc.  Make it a
nice place for the whole community to take pride in and enjoy.  Strong
leadership will be needed.

 

*	Form a new Urban Renewal District to assist with infrastructure and
development.  Moscow already has a URA, but it is certainly underutilized
and unprogressive when compared to the URA's in Coeur d'Alene and Lewiston.
We can do better with the tools we already have.

 

I'm glad this issue was tabled and hope when it is revisited that clearer
minds with a vision for the future can prevail.  The Community may get only
one chance to make the new CBD-UI corridor a very special place.
