[Vision2020] Red Door Closing?

The city council refused to change the zoning for that property  location when UI asked for it. HD WAS interested in that property, not  anymore, because the city wanted them to spend millions more on the  development of the roads, traffic patterns, etc. They aren't interested  in doing all that. When a business has to remain in operation for 5 to  10 years at current costs before seeing $1 profit, doubling those costs  makes putting a business in Moscow unattractive. It is not too hard of  concept to understand.
