The Moscow Mayor, City Council and Staff welcome you to tonight's
meeting. We appreciate and encourage public participation. For regular
agenda items, an opportunity for public comment is sometimes provided
after the staff report. However, the formality of procedures varies
with the purpose and subject of the agenda item; therefore, the Mayor
may exercise discretion in deciding when to allow public comment during
the course of the proceedings and limitations will be placed on the time
allowed for comments. Citizens wishing to comment on business which is
not on the agenda will be provided the opportunity to do so as item
number 2. If you plan to address the Council, you will find a list of
"Tips for Addressing the Council" on the table outside the City Council
Chambers. PLEASE TURN OFF CELL PHONES AND PAGERS AND FLASH PHOTOGRAPHY
IS PROHIBITED. Thank you for your interest in City government.
RENEWING OUR FOCUS - At each meeting, one City Council member will
present an example of patriotism, humanitarianism, community spirit, or
other inspirational message. Contact a Council-member with examples to
share at future meetings.

1. Consent Agenda: Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be

C. Reject Bid for Fire Department Breathing Air Trailer - Mike
McGahan
Bids were opened on Friday October 13, 2006, for one New (BAT) Breathing
Air Trailer for the Moscow Fire Department. One bid was received from
Wheatland Fire Equipment Company, Wheatland Wyoming for $65,464.55.
After reviewing the bid document, it was determined that a mistake was
made on the specification for the trailer brakes. The specifications
sent out read surge brakes instead of electric brakes. Due to the
error, staff is asking Council to reject the Wheatland Fire Equipment
bid and re-bid for the Breathing Air Trailer.
ACTION: Approve bid rejection and re-bid of Breathing Air
Trailer.
D. Receipt of P&Z Recommendation on Washington Street Rezone -
Andrew Ackerman
On November 8th, 2006 the Planning & Zoning Commission recommended
approval of the request to rezone six (6) properties at 112 E. A, 126 E.
A St., 205 N. Washington St., 209 N. Washington St., 219 N. Washington
St., 223 N. Washington St. from Motor-Business (MB) to Multi-Family
Residential (R-4) zoning district. The Local Land Use Planning Act
requires that the Council "receive" the Commission recommendation prior
to publication of the Council hearing notice.
ACTION: Acknowledge receipt of Commission recommendation and direct
staff to publish notice for Council hearing on December 18, 2006 to
consider the zoning district amendment.
2. Public Comment and Mayor's Response Period (limit 15 minutes) -
For members of the Public to speak to the Council regarding matters NOT
on the Agenda and not currently pending before the Planning and Zoning
Commission or Board of Adjustment, please state your name and address
for the record and limit remarks to three minutes. Mayor will respond
to comments from previous meeting.
3. RCBG Report - Bill Belknap
In August of this year, staff was approached by the Latah Economic
Development Council (LEDC) regarding the potential for obtaining Rural
Community Block Grant (RCBG) funds for the extension of the City's fiber
optic network to the Alturas Technology Park. This concept was
presented to the Council who approved the $500,000 grant application
during a public hearing conducted on September 11th, 2006. On October
19th, staff accompanied a presentation team which included Mayor Nancy
Chaney, Robin Woods of Alturas Analytics and president of LEDC, Mike
Hall of First Step Internet, and Walter Steed, grant administrator, to
present the grant to the Governor's Economic Advisory Council. On
October 2nd, Governor Risch announced the awarded of a $450,000 RCBG
grant to the City of Moscow for the project. Staff will present a
report to the Council regarding the minor reduction of scope of the
project requested by Idaho Department of Commerce and Labor staff and
the EAC, and the current anticipated project cost and schedule.

4. Reports on Arts Director and Grants Coordinator Searches - Bill
Belknap
Staff will provide at update on the Arts Director and Grants Coordinator
searches.
ACTION: Accept report.
5. WWTP Plant Status - Les MacDonald / Tom Scallorn
The design of the new WWTP Effluent Filter system is nearing completion
and work is progressing on several fronts. This report is to provide an
update on the status of the following items: Filter System Design and
Construction Documents Preparation; Cost Estimates; Value Engineering
Efforts; Interim Financing; and Long Range Financing.
