[Vision2020] local 'promise a' scholars

The more I think about Donovan and Dale's harangues against us Moscow 
liberals, the more I start to see the light.  I believe we Moscow liberals 
are responsible for avian flu, the increase in destructive hurricanes, 
earthquakes, tsunamis, gas prices, and just about...everything.  I won't 
take the blame for Paris Hilton, though.   She is not our fault.   Carl
