[Vision2020] Rodeo Center

Does anyone know what's happening with Rodeo Center?

Rodeo Center is an empty strip mall building on Rodeo Drive, between Highway 95 (north of Moscow Building Supply) and North Polk St.  It's adjacent to Global Credit Union.

Rodeo Center was completed several months ago, but no stores have opened there.  It looks like a nice enough place, with room for a half-dozen businesses.  

Why is it empty?
