Not only should we test this stuff, we should make it well known to other (hostile) nations that we have it and aren't afraid to use it. That will be hard to do, however--given the fact that we are fighting the most politically-correct war to date. Twiddling our thumbs in Iraq and letting our advanced and powerful forces sit idle. I don't agree with nationbuilding/reparations, etc... we should have hit 'em hard, executed that genocidal maniac, and left. Who cares if the WMD's went to Syria? If they flaunt them, we'll destroy them, and whatever lies in a 50-mile radius. . Our will to survive as a nation is disappearing because of mostly liberal ideals.
If we don't remain the world leader in weaponry, defense systems, and will to survive, we will fall--there are no two ways about it. Let another country know our weaknesses and we are doomed. I hate to toss around clichés, but, "only the strong survive," and "might makes right," and the list goes on.
Obviously, we should test these weapons in a way that's safe to our populace. I'll have to think on any downside (if any) to owning, testing, and threatening to use an awesome weapon like that...
Lastly, the media (liberal fanatic/socialists) If I were a governmental official in charge, I'd keep it secret from those blabbermouths as well. They would sell their soul for a dime. Who cares if what they say jeopardizes our nation's ability to defend itself. The media is responsible for thousands of deaths... Too bad, because history tells us they weren't always this way...(WWII balloons, and another example that slips my mind).

Apparently the test is planned in the Nevada Test Site, not in Area 51.

It seems to be a test to "study ground shock effects on deeply buried tunnel structures". The objective probably is to better understand how to destroy underground bunkers, possibly the underground nuclear installations of Iran:
