Mr. James -

I could, based on my extremely limited knowledge, respond to you inquiry.
However, I feel that my response would only lead to more questions I lack
confidence in answering.

Perhaps the response provided at last night's city council session by Diane
French of the Palouse Water Conservation Network would suffice:

Visionoids,

So I read this in the paper today: “Diane French of the Palouse Water
Conservation District said retail development at the proposed scale would
increase water use in Moscow by about 7.6 percent, a violation of the 1
percent annual growth limit.”

Is this true? 7.6%? That figure seems awfully high. I don’t see how a Super
Wal-Mart would use too much more water than the regular Wal-Mart we already
have, and Icertainly can’t see it using 1/13th of the total water consumed
in Moscow.

If the Wal-mart moves, water is (in theory) no longer consumed at the
present location. In addition, if folks are using the bathrooms while at the
store, they aren't using them at home. Obviously, there would be some
additional consumption for keeping vegetables fresh and that sort of thing,
but to me, that just doesn't add up to a 7.6% increase.

Are they planning on putting in water park I don't know about?

Take care,

Deacon

P.S. By referring to you all as Visionoids, I am now committed to recusing
myself from all future votes I may cast pertaining to this listserv. Hold me
to it.
