[Vision2020] toxic waste in paradise creek

This is a student project. They have been doing this on campus. If you approach the "project" there is usually a sign somewhere on the trash that says that it is a project and to leave it alone.
It has been my experience that, unlike the movies, most hazardous waste is not marked "Hazardous Waste". Also, if the authorities put tape around it, chances are they would not just leave it in the creek.

I'm hazarding a guess, but could it be "art?" There have been various
pieces of rubbish scattered about campus this week, ostensibly art, so
maybe the source of this eyesore is the same.
