[Vision2020] school facilities discussion

Use Russell as the new home for PCRH (that way the HS students in need of 
the services of PCRH could easily get to it and those from PCRH could do 
likewise with the HS so close), use West Park as a "transition school", 
build another - larger elementary school on Joseph Street that could house 
k-6th graders, making the move to the Junior High easier.  Once West Park is 
not longer needed, sell it to the UI/any tech college that would like to use 
it (NSA?  You wouldn't need a CUP for that one!)

Whatever monies were garnered from the sale of West Park could go towards 
updating or "earnest" money towards the building of a new High School.

I agree - a school on every corner is not going to happen anytime soon.
