[Vision2020] amendment to legislative report

Speaking of amendments ...

I didn't mention that the Senate amended the 75,000 homeowners' exemption by keying it to the Idaho Housing Index, rather than the CPI.  The House still has to concur with the amendment, so that one is still up in the air.
