RE: Donald R. Rossignol Jr.
Prepared by: Jennifer L. McFarland
	Public Information Officer

On 11/15/2005, after an exhaustive investigation by Detective Margaret
Lehmbecker, a warrant was issued for Donald R. Rossignol Jr, for three
counts of Lewd Conduct with a Minor Child, under the age of 16 (felonies),
and one count of Sexual Abuse of a child under the age of 16 (also a
felony), all involving his seven year-old daughter. Latah County Magistrate
William Hamlett set a $25,000 bond on the charges. Rossignol voluntarily
appeared in court (with his attorney) on the 16th of November, 2005, and was
released on his own recognizance (OR'd) that same day. The victim was
removed from his custody and taken into foster care. Civil litigation
ensued, and during the course of that litigation, Det. Lehmbecker filed an
affidavit requesting an arrest warrant for Rossignol Jr. on two counts of
perjury (from statements made in court hearings regarding his daughter's
custody). Judge Robinson set a $5,000 bond on the perjury counts on March
2, 2006. Rossignol Jr. was OR'd the on March 3, 2006, by Judge Hamlett.

Based on the perjury charges, a bail hearing in the sex abuse case was set
for Mr. Rossignol Jr. for March 17, 2006. Mr. Rossignol Jr. did not appear
for the bail hearing and Judge John Bradbury issued a warrant with a $25,000
bond (for the four felony charges). Deputies went to Rossignol Jr.'s home
to serve the warrant, but found that he was not at home. Further
investigation indicated Rossignol Jr. was last seen on or about March 14,
2006; he reportedly told someone he would be leaving town for an undisclosed
period of time.

A third count of perjury has now been filed based on additional statements
made by Rossignol Jr. in the civil litigation.

Rossignol Jr. allegedly has ties to the states of Florida, Montana,
California, Wyoming, South Dakota, and Idaho. Rossignol Jr. was last
self-employed in Moscow as a property manager. Rossignol Jr. is known to
drive a green 1994, Mercury mini-van (1L79887). If you have any information
about the whereabouts of Donald R. Rossignol Jr., contact the Latah County
Sheriff's Office at (208) 882-2216. Thank you.
