Hi Nick--

The half-cock is a safety position. Rather than making
it easier to pull the trigger, it should make it much
much harder, AND the firing pin is not resting on the
sensitive primer at the back of the cartridge.

There does seem to be a gap between the above and the
phrase "going off half-cocked." Although the phrase
originally could have referred to someone meaning to
accomplish something (firing a gun) and not succeeding.
