3.   Ghormley Park Restroom Remodel  Bid Award - Roger Blanchard

As a part of the City's Settlement Agreement with the U.S. Department of
Justice, Moscow was required to modify the rest rooms at Ghormley Park
to comply with the Americans with Disabilities Act (ADA).  In 2005, the
City had architectural drawings prepared for the remodel project and an
estimated cost was established.  The rest room remodel project was
included in the capital projects budget for fiscal 2006.  Since the
project was estimated to cost over $25,000, staff advertised for bids
from Idaho licensed Public Works Contractors and personally contacted
several contractors to solicit bids.  On the bid opening date of
February 6, 2006, no bids had been received.  In accordance with Idaho
code, staff then re-opened the bid process to include non-Public Works
Contractors.  Several were contacted and on the bid opening date
(2-22-06), one responsive bid was received from High Country
Construction L.L.C. for $26,700, which was within the budget for the
project.  

 

ACTION:  Recommend that the City Council approve bid award to High
Country Construction L.L.C.; or take such other action deemed
appropriate.

 

4.   Weed Control Contract - Mike McGahan

The annual Street Department weed spraying program on City right-of-ways
includes spraying of noxious weeds, street cracks, curb edge cracks and
bare ground weed control around dead end barricades, guard rails,
bridges and fire hydrants.  Shull Brothers has done the weed spraying
services for several years and has a good working relationship with the
Street Department and the public.

 

      ACTION:  Recommend approval of contract or take such other action
deemed appropriate.

 

5.   Engineering Standard Details Update - Les MacDonald/Dean Weyen

Moscow City Code references Standard Construction Drawings and
Specifications as requirements for the construction of public streets
and utilities.   The existing standards are for the most part from the
early 1980's.    Engineering staff is suggesting modifications to the
standard drawings in order to both clarify and improve upon the design
and installation of Moscow's public infrastructure.  In 1997, Council
modified and adopted standard drawings pertaining only to the
construction of streets.   The adoption of the drawings herein suggested
only includes some minor clarifications of the street standard
illustrations; nothing dimensional or character in nature.  The written
City standard specifications are not being recommended for modification
at this time but will most likely be edited this year for possible
future adoption.

 

      ACTION:  Recommend approval of the Engineering Standard Details.

 

6.   WWTP Upgrades Briefing - Les MacDonald

As part of the Total Maximum Daily Load (TMDL) study prepared by the
Idaho Department of Environmental Quality (DEQ) for Paradise Creek,
phosphorous loading standards were set for the discharge from the Moscow
Wastewater Treatment Plant (WWTP).  This report outlines the history of
that process and the steps taken since by the City of Moscow to prepare
for the construction of facilities to treat phosphorous at the Moscow
plant.  The attached memorandum provides an overview of this history and
will be the basis for discussion at the meeting.

 

ACTION:  Accept report.

 

7.   WWTP Filter Design Services Contract - Les MacDonald

As part of the process of constructing the WWTP improvements required to
provide compliance with the City of Moscow's NPDES permit for the
facility, it is necessary to design the proposed filter system.  The
predesign work of this project was performed by Jim Kimball under a
contract between the City and Kimball Engineering.  During the execution
of the contract work, Kimball Engineering was acquired by JUB Engineers
and work progressed with Kimball Engineering as a subsidiary of JUB.
The predesign portion of the work is just about complete and it is time
to move into the final design process.  A copy of the proposed contract
for professional services for the final design of the filter plant is
included with this package.  The contract services include the
completion of the design work, development of the construction
documents, provision of support through the bidding process, and
construction management, surveying, and inspection.

 

      ACTION:  Recommend approval of the design services contract or
take such other action deemed appropriate.

2.         Memorandum of Understanding for Insight Database Sharing
Program - Dan Weaver

This is memorandum of understanding is for an information sharing
network program between 16 police agencies.  The Nez Perce Tribal Police
Department has received a $75,000 grant to cover the first three years.

 

      ACTION:  Recommend approval of the memorandum of understanding or
take such other action deemed appropriate.

 

3.         Discussion of Ordinance Restricting Sales of Pseudoephedrine
- Dan Weaver

Discuss the advisability of Moscow enacting legislation governing the
sale of cold medicine since methamphetamine precursor ingredients are
derived from common cold medicines sold across the counter.  Some
communities are passing similar legislation. 

 

            ACTION:  Discuss legislation and direct staff accordingly.

 

4.   Washington State Environmental Policy Act (SEPA) for Proposed
Development in Moscow/ Pullman Corridor - Gary J. Riedner

An application was submitted to Whitman County for an approximately 110
acre retail center located west of the Idaho/Washington line and on the
north side of Washington state route 270.  The applicant has submitted a
Conditional Use Permit and State Environmental Policy Act (SEPA)
Environmental Checklist for County review.  On March 6, 2006 a report
was given to Moscow City Council regarding the status of the matter,
including the need for direction regarding the appeal. City Council
authorized staff to proceed to identify issues and if necessary, seek
professional assistance in review. 

 

            ACTION:  Accept report and direct staff as necessary.
