to limit the testimony of anyone *except* the applicant.

Wheaton is *really* good at this.

>From the standpoint of someone who sits on one of these boards (at
another level), I can tell you that I would much rather hear a short "I
agree with everything that last guy said" rather than people repeating
what everyone else is saying.  Of course, if you have some new
testimony, that's different.  But if we don't have time limits these
hearings will draw out forever.  My compadres and I discussed this last
night at our meeting, and we all agreed that we'd much rather render a
decision on the night of the hearing rather than extend a public hearing
until the next meeting time and risk any form of ex parte communication
that could give a lawyer a reason to appeal a decision.

Board members are only human.  And they're volunteers.  And they get
tired.  The longer things go, and the tireder (tireder?) they get, the
more chance mistakes can be made.

Everyone should spend time on some of these boards and commissions.  It
gives one a whole new perspective.

NSA CUP is going to be re-heard by the BOA on 29 June 2006.

Hopefully this time, Wheaton won't limit the time people can talk in
such a 
manner that inhibits evidence being completely presented or shown.
