It seems real cheap at $.40/year/user to save 16 billion gallons.  @ $1=4000
gallons - dollar-wise it would seem to cost less to save than to use.
Low-flush urinals ??? Moscow has installed at least one guinea pig waterless
urinal and @ $300=? gallons, that seems like a better deal.
