Couple things:
1. Moscow Volunteer Fire and Amblance is just that: Volunteer.  There
are 4 paid employees (Chief, Asst. Chief, Training Officer, and EMS
Division Officer), and the city buys the equipment (a lot with grant
money)  Best one in the country, too, but I might be biased.  Hard to
hire more volunteers. 

2. A little sexist and misogynistic to think that all a secretary is
going to do is get coffee, isn't it?
