[Vision2020] Big white spot on top of Moscow Mountain

Hi,
   
  I have been away... no computer for a while now, so I apologise if this has been asked before. What is that HUGE white area on top of Moscow Mountain? It looks like a tower of some sort is being erected. Will they paint or cover the white eye-sore? It is quite obvious and ugly.
