[Vision2020] Re: D Street and Mountain View (Was: The pledgeControversy/more

Is there any way the City could make a "group" application to get these done 
all at once?  If not, why?  Which are under ITD?  Again, if any are, can 
that be changed?  What are the consequences if they were to be changed?
