[Vision2020] City Council and the Pledge

Donovan asks,
" If the number of times a person reciting an oath or stating a pledge does
not impact their performance, commitment, pride, loyalty or remind them of
why they are there, why have them say it at all?"
Apparently because they will be reported to Party Central and branded as
disloyal if they don't.
