[Vision2020] Yet Another Fraud

I call this one the Counting Chickens Before They Hatch fraud:

Just as we get information out about one type of fraud, another one pops up.
We've had an incident reported yesterday where a woman received two checks
in the mail along with letters telling her the checks were payments for a
lottery that she'd won.  The woman cashed the checks and spent some of the
money.  Later, she was alerted by her bank that the issuer of the checks had
"stopped payment" on them and that the woman's account was now overdrawn
because she'd relied upon the deposited amounts being available for her use.
Our office has been in contact with the Secret Service about this and other
fraud cases.

To protect the integrity of your account always wait until any check
(whether from a trusted source or from a "lottery") has cleared before
spending money from that check.  As always, if you think you have been the
victim of a fraud, please report it immediately to your local law
enforcement agency.
