These income figures are "household" totals, no doubt representing
households that often have two or more income earning adults.  Notice that
the incomes increase with the increase in distance from the proposed
development.  I suspect this is due to the inclusion of a larger number of
Pullman/Whitman County incomes that are higher on average than Moscow/Latah
County incomes.
