The sales tax revenue loss is not significant when the local community is 
not allowed to keep any of the sales taxes.  If sales tax stayed local, your 
argument would have more weight, but when all sales tax goes to Boise, that 
is the fundamental flaw of retail-based development, in my opinion.  The 
local community gets the costs of traffic and infrastructure, and only the 
property taxes, while the sales tax heads out of the community.
