[Vision2020] Stallings: Otter Still Doesn't Get It

Your assuming it will be Californians and that is not a for sure. It will
change our tax base no matter what so that we will have a broader tax base
in this state with lots of land and few people! I am just saying that It is
something that has come up before and will again.
