Chris writes:
"Perhaps Moscow (or Fairbanks in my case) should require a redevelopment
plan and bond in place as part of the conditional use permit. If
Wal-Mart were to agree to a redevelopment plan and bond then maybe a lot
of concerns can be addressed. Heck, once Wal-Mart moves to either
Pullman or the east side of Moscow, suddenly there will be several acres
of abandoned building and parking lot sitting at the western edge of
Moscow."

I believe the City of Moscow's new Large Scale Retail Ordinance has
something in it regarding this -- some sort of "remarketing" provision
(Section 3-7, D, 4, f, or page 9 of 16
http://www.ci.moscow.id.us/CommDev/2006-03%20Large%20Retail%20Establishm
ents.pdf )

"Also in the event of abandonment or vacancy, a plan shall be submitted
which shows how maintenance of facilities and grounds, including
buildings and structures, landscaping, parking lots and storm water
runoff facilities will be conducted. Such plan and the implementation
thereof shall insure the development does not become a public nuisance,
as that term is defined in Moscow City Code. Methods to insure proper
maintenance may
include utilization of a property manager, a site maintenance and/or
security service provider, as well as the utilization of appropriate
night-time lighting."

For what it's worth,
