Actually, Cheneys people did buy him a permit but they were not informed at
the time they also needed a stamp of some sort. Turns out than they didn't
tell the staff and that they make the same error many times for locals.
Texas will probabley not do much about this and then the press can rave
about it some more, hapiness all around.

God give us men/women! A time like this demands, Strong minds, great hearts,
true faith, and ready hands; Men/women whom the lust of office does not
kill; Men/women whom the spoils of office cannot buy; Men/women who possess
opinions and a will; Men/women who have honor; men/women who will not lie.
A prayer by Josiah Gilbert Holland

Heck the story still isn't straight. I've heard numerous sides of it.The
only thing for certain is the man was accidentally shot and will hopefully
be allright, and he didnt have a license. I say give him a ticket for the
license not a warning and lets move on.
