[Vision2020] New hunting protocols

Heck the story still isn't straight. I've heard numerous sides of it.The 
only thing for certain is the man was accidentally shot and will hopefully 
be allright, and he didnt have a license. I say give him a ticket for the 
license not a warning and lets move on.
