[Vision2020] Drafting Survey Questions for Nancy

Murf had an editorial on the weekend that mentioned Nancy Chaney is  
considering mailing a survey to 22,000 residents to ask for input. I  
got to thinking that this group might help her compose those survey  
items. I'm thinking that she needs a few that are concise questions  
and give real substantive direction. After pondering, I came up with  
this one. Editorial revision welcome, other questions also welcome.

How should Moscow policy be shaped relative to water (choose one)
1. Water will take care of itself, focus policy elsewhere
2. Encouraging voluntary measures; Lead by example to reduce city  
water use
3. Raise water rates, especially in the summer, to discourage water use
4. Place restrictions on development to make it more water frugal
5. Limit development of new land to keep in line with City's PBAC  
water budget
