[Vision2020] Sorry P, another Iraq link

More and more I hear and read news analyses urging that either the Iraqi 
'government' or our military take on Moqtada al-Sadr.  Is this what the 
'surge' of troops is supposed to do?  And how can that make things better?  
I think the assumption has to be that the Shiites will be cowed.  I don't 
think that will happen.
