of Moscow in the past 15 years.....?

NSA got an occupancy permit before they moved in but not the required
zoning permit. This was a violation of the zoning ordinance. Whether
such violation was intentionally abetted by the Planning Director or
simply abetted by his sloth, inattention, lack of reading
comprehension, and/or ignorance is a question which has yet to receive
a satisfactory answer.

I do sense a degree of sarcasm in her statement:

Yet I fail to read anything where it clearly crosses the "slander" line.
Or are you suggesting that people can be guilty of slander by mere
"implication".
But then, it's not like she accused anybody of placing a used
prophylactic in her mailbox or having flung dung.
