3.   Receipt of Planning and Zoning Commission Recommendation for
Thompson/CLC Rezone - Joel Plaskon

On March 22, 2006 the Planning & Zoning Commission recommended denial of
a rezone application to rezone approximately 77 acres from
Agriculture/Forestry (AF) Zoning District to Motor Business (MB) Zoning
District.  The subject land is located on the south side of State
Highway 8, the east side of South Mountain View Rd, and the north side
of East Palouse River Dr.  The applicant has requested a Council hearing
on the application.  The Local Land Use Planning Act requires that the
Council "receive" the Commission recommendation prior to publication of
the Council hearing notice.

 

ACTION:  Receive recommendation.

 

4.   Cemetery Water/Sewer Rates - Don Palmer/Les MacDonald

Beginning upon October 1, 2005, the Moscow Cemetery Maintenance District
was billed the commercial water and sewer rates based upon a four inch
meter as was established under the utility rate study conducted in 2005.
Water services are billed at the rate of $187.50 per month and $1.55 per
CCF, while sewer is billed at the commercial rate.  Prior to October 1,
2005, the District was charged only $0.15 per CCF for water.  After
implementation of the new rate structure, it was brought to our
attention that the Cemetery District is significantly different than
most commercial properties and was not adequately addressed during the
2005 rate study.  Staff will present a proposed rate adjustment for the
Cemetery District for the Committee's consideration.

 

      ACTION:  Recommend to Council that staff proposal be accepted; or
recommend rejection; or take such other action deemed appropriate.

3.   History and Current Status of the Hamilton Funds - Don Palmer

As requested by the City Council, Staff will present a status report
regarding the Hamilton Fund.

 

      ACTION:  Accept report.

 

4.   Animal Control Ordinance - Randy Fife 

A sub-committee of the Administrative Committee led by Councilmember
Dickinson met throughout the summer of 2005 to review drafted City
ordinances related to animal care.  Attached are three proposed
ordinances which contain edits suggested by the Administration Committee
on September 26, 2005:  (1) an Animal Care Ordinance which deals
generally with animals within City limits; (2) a Dangerous Dog Ordinance
which deals specifically with dogs which may be classified as dangerous
and, after such classification, establishes procedures and precautions
to maintain such a dog within the City; and (3) an Animal Care
Commission Ordinance which creates a commission to assist the City in
education and promotion of animal care matters and to act as an appeals
board for decisions which are related to animals and dangerous dogs.
The Administrative Committee most recently reviewed the proposed
amendments on February 27, 2006.

 

            ACTION:  Review proposed ordinances and direct staff as
deemed appropriate.
