Saundra,

If the city tells a business it most move to another
zone, it complies, the city agrees with the new
location, gives them the go ahead, they invest in the
building, rebuild, remodel, and then two years later
the city says, OH wait, we made a mistake, you cannot
be in your new location, but since we changed the
code, your old location is now OK. Have a nice day.

If they did that to Bookpeople or Tie-Dye Everything
people would be hopping mad, as they should be.
