[Vision2020] Bush cut funding to fix the levy that broke and flooded New Orleans

New Orleans flooded not because of water from the
Mexican Gulf but because the levy to the north holding
back the lake broke. Engineers and local politicians
had asked for funding to fix the dam. But Bush cut the
funding to repair the levy for his tax cuts and to
fund the Iraqi War.
